Funding for Federal information technology (IT) projects is becoming increasingly competitive as more and more departments and agencies face a tightening U.S. budget.  It is critical for IT projects, especially new initiatives, to achieve high ratings when the Office of Management and Budget (OMB) evaluates funding justifications and Exhibit 300 Business Cases.  The Capital Planning and Investment Control (CPIC) process includes the prioritization and selection of IT investments, the development and submission of Exhibit 300s and budget justifications to OMB, and regular IT investment performance management and evaluation – with a focus on results. 

Global Tech has supported all aspects of the CPIC process at several major Federal departments, including Labor, Education, and Homeland Security.  Our efforts have consistently results in top ranked, all “Green”, business cases and integrated governance structures.

A summary of our experience includes:

  1. Development of Exhibit 300 business cases, all supporting documentation, and budget justifications.Capital Graphic
  2. Establishment of governance processes that ensure alignment and collaboration with Enterprise Architecture and Information Assurance.
  3. Review and assessment of business cases prior to OMB submission to ensure compliance with OMB Circular A-11 and other relevant guidelines.  This is accomplished using a proven scoring methodology and tailored scorecards.
  4. Integration of Return on Investment measurement, outcome-based performance metrics, and Performance Assessment Rating Tool (PART) scores into the control and evaluation processes.
  5. Conducting Quarterly Control Reviews to ensure continued investment performance and milestone completion.
  6. Development and maintenance of CPIC policies, guidance, and training programs, and operational analyses.
