The Capital Planning and Investment Control (CPIC) process includes the prioritization and selection of IT investments, the development and submission of Exhibit 300s and budget justifications to OMB, and regular IT investment performance management and evaluation – with a focus on results.

- Review and assessment of business cases prior to OMB submission to ensure compliance with OMB Circular A-11 and other relevant guidelines. This is accomplished using a proven scoring methodology and tailored scorecards.
- Integration of Return on Investment measurement, outcome-based performance metrics, and Performance Assessment Rating Tool (PART) scores into the control and evaluation processes.
- Conducting Quarterly Control Reviews to ensure continued investment performance and milestone completion.
- Development and maintenance of CPIC policies, guidance, and training programs, and operational analyses.
